Welcome to Low Carbon Contracts Company e-Sourcing Portal

The Low Carbon Contracts Company (LCCC) and the Electricity Settlements Company (ESC) are both private limited companies owned by the Secretary of State for Business, Energy and Industrial Strategy (BEIS) and established to play key roles in the delivery of Electricity Market Reform (EMR), the biggest change to the electricity market since privatisation.

LCCC and ESC’s policy on procurement is to achieve value for money (“vfm”) while having regard to propriety and regularity.

The aims are to:

• enable business requirements to be delivered through highly effective procurement and commissioning;
• deliver high performing procurement and commissioning; and,
• provide clear governance on the company’s procurement policy, procedures, and processes.

The use of the e-Sourcing portal is to ensure fair and open competition, demonstrating a fair and consistent procurement process.
